History

Willapa Community Development Association, Projects

A look at key community investments, revitalization efforts, and housing projects across Raymond and South Bend.

Willapa Center

The Willapa Community Development Association was formed in 1999 after a fire destroyed the historic Willapa Hotel in downtown Raymond, displacing 29 mostly immigrant families. The WCDA took ownership of the property, removed the fire debris, and secured funding to design a replacement building with affordable commercial space and housing. The full funding package did not materialize, so the lot was used as a public space for festivals and events.

In 2020 the WCDA partnered with the Joint Pacific County Housing Authority to plan and fund the Willapa Center, a 16 million dollar project on the former hotel site. WCDA provided early planning funds, guaranteed a predevelopment loan, and donated the land, helping secure full financing.

Completed in 2024, the new building includes 30 affordable apartments on the upper floors and a childcare center and CCAP offices on the ground floor.

Raymond Eagles Apartment

WCDA renovated 16 long-abandoned apartments above the Raymond Eagles Building and made them available to very low-income residents. WCDA later facilitated the creation of the Pacific County Housing Authority and transferred the building to them. The housing authority has since expanded community housing efforts.

South Bend Shone Building

WCDA accepted ownership of the derelict Shone Building on the South Bend waterfront, removed the structure, and worked with the city to create a new public pier.

Bank of America Building

After the South Bend branch closed, WCDA accepted the historic building, performed repairs, and leased it for retail use until it was sold to a private owner.

Riverview Clinic

When a local physician declared bankruptcy, WCDA negotiated the purchase and refinancing of the 16,000 square foot Riverview Clinic. WCDA repaired the building, paved the parking lot, and managed operations until Valleyview, a nonprofit community health clinic, assumed ownership.

Raymond Shell Station

WCDA accepted the contaminated Raymond Shell Station property, secured environmental cleanup grants, removed the building, remediated the soil, and sold the site for private redevelopment.

Riverdale Property

In 2018 WCDA accepted a donated four-acre parcel along the Willapa River south of the Riverdale field. The association is evaluating development opportunities for the site.

Business Week

WCDA helped launch Business Week, a successful program serving eleventh graders across all three local high schools.

American Legion Veteran Housing and Resource Center and City Hall

WCDA, in partnership with the City of Raymond and American Legion Post 150, is moving forward with purchasing and demolishing the deteriorated American Legion Building and replacing it with a flagship community structure. The ground floor will host a Community Resource Center and Raymond City Hall, with tenants such as WSU Extension, Pacific County Health Department, veteran services, Pacific County Voices United, CCAP, and others.

The second and third floors will include 18 affordable apartments, with priority for veterans.

Homeownership Program

WCDA is preparing to launch a downpayment assistance program in partnership with Housing Opportunities of SW Washington. The first phase will support local residents with limited resources in securing home mortgages.
